India launches Al/Zn-coated flats anti-dumping probe

India has initiated an anti-dumping investigation into imports of aluminium and zinc coated flat products originating in or exported from China, Vietnam and Korea. This follows an application from JSW Steel Coated Products.

The product under consideration (PUC) falls under HS codes 72106100, 72125090, 72259900 and 72269990, but is also being imported under other codes. The alloy of aluminium and zinc may contain one or more additional elements which in individual or in combination shall not exceed 3% by weight. The PUC does not include zinc coated flats without added aluminium, or colour-coated steel.

Jindal Steel Coated Products accounts for over 60% of the PUC production in India. Other producers include Tata BlueScope Steel, Tata Steel BSL, and Asian Colour Coated Ispat. The latter, however, has not produced the PUC since 2017, India’s Directorate General Trade Remedies (DGTR) says in a note seen by Kallanish.

The period of investigation (POI) is from 1 October 2017-30 September 2018. The injury investigation period will cover the periods April 2015-March 2016, April 2016-March 2017, April 2017-March 2018 and the POI.

Any information relating to the present investigation should be sent in writing to DGTR no later than 40 days from 2 April.

Indian imports of HS code 72106100 soared 137% on-year in the ten months through January 2019 to 241,162 tonnes, with Vietnam the main supplier at 159,111t, according to Indian commerce ministry data. 72125090 imports grew 16% to 8,546t and 72259900 intake by 21% to 37,814t. 72269990 imports were flat at 10,282t.
