The Canada Border Services Agency believes that rescinding the existing duties on hot-rolled carbon plate from Bulgaria, the Czech Republic, and Romania will likely lead to the resumption of dumping, Kallanish understands.
The decision marks the conclusion of a five-year sunset review on the affected countries. A full statement of reasons will be released within 15 days.
The Canadian International Trade Tribunal is conducting a concurrent injury investigation, which is slated to wrap up by 31 October.
Bulgaria and the Czech Republic are both subject to anti-dumping margins of 74.6%. Romania’s duties are 39.3-74.6%.
