Ukraine's ministry of economic development and trade has completed an anti-dumping investigation into imports of corrosion-resistant coated steel products from Russia and China and concluded that there is evidence of dumping.
The interdepartmental commission of the ministry has applied anti-dumping duty of 22.78% for Chinese material and 47.57% on Russian material, for five years, Kallanish learns from the ministry.
The probe was initiated in response to a complaint filed by the country's largest steel producer Metinvest and its Mariupol-based offshoot Ilyich Iron and steel mill. Metinvest said there was a tangible increase of imports from Russia and China over 2015-2017 of 51% in absolute terms and 24% by consumption, cutting the complainant's share in consumption by -22%.
The duties apply to “… flat rolled coil, sheet and strip of carbon and alloy steel, but not high-speed steel, aluminium and zinc coated, and alloyed grades of steel including with zinc, aluminium-zinc, aluminium-silicon, chromium, copper and nickel, or alloys deposited by melt-plating (except for curing), electrolytic or any other way,” the decision stipulates.
