Thailand renews anti-dumping duty on cold rolled steel

According to Thai Commerce Minister Jurin Laksanawisit, authorities have decided to extend the anti-dumping penalties on cold-reduced carbon steel, both coiled and uncoiled. A probe reportedly showed that dumping still exists and has not yet been relieved, Kallanish notes.

The curb targets products imported from mainland China, Taiwan and Vietnam. The anti-dumping tariffs are ranging from 4.22-20.11%. The duties had been due to expire in February 2019 but this was then extended to February 2020. However, the latest decision extends the duties for another full five-year period. 

The duties cover materials under HS codes: 7209.150, 7209.160, 7209.170, 7209.189, 7209.250, 7209.260, 7209.270, 7209.281, 7209.289, 7209.901, 7209.909, 7211.231, 7211.232, 7211.239, 7211.291, 7211.292, 7211.293, 7211.2990 and 7225.5090.

During the first ten months of this year, Thailand has imported a total of 1.13 million tonnes of cold-reduced carbon steel, an increase of 1% year-on-year. Thai imports of related products in 2018 totalled 60,489 tonnes from China, Taiwan and Vietnam. By country they supplied 19,898t, 33,899t and 6,691t respectively.

Thailand is keen to support its own domestic steel production. Out of 19.3mt of annual domestic consumption, 12mt is imported. Its steel associations have also called on the government to improve infrastructure in order to reinforce local wire rod and bar production.
