Vietnam's Ministry of Industry and Trade (MOIT) has recently initiated the third anti-dumping midterm review on Chinese H-beams in response to a request the Department of Trade Remedies received from Hebei Jinxi Iron and Steel to review the application of the measures.
Involved H-beams fall under HS codes 7216.33.11, 7216.33.19, 7216.33.90, 7228.70.10 and 7228.70.90.
Hebei Jinxi and its subsidiaries now face the AD duty of 13.38% on involved H-beams after the second midterm review was concluded in November 2024, lowering from the duty from 22.09% when it was first implemented in 2017.
In contrast, the AD duties on other Chinese exporters increased to 31.24%-33.51% after the sunset review concluded in 2022, which were initially 20.48%-29.17% in 2017. The current AD duties will expire on 5 September 2027 (see Kallanish 9 July 2025).
The investigation period is from 1 October 2024 to 30 September 2025. Stakeholders should register as related parties by 23 February 2026.
Vietnam imported 77,282 tonnes of involved products from China in January-September this year, down 11.5% year-on-year. The share of Chinese supplies dropped by 1.5% versus a year earlier to 77.6% in nine months through September.
